mguschin 15a362ca42 Add EvoSync v3 environment scaffold ...

FastAPI + Celery + Redis + MariaDB stack with 6-service docker-compose.
Includes project skeleton (config, database, models, tasks, migrations)
and health endpoint with passing test.
